Wellfleet Awarded $3 Million MassWorks Grant from the Healey-Driscoll Administration


In late October, the Healey-Driscoll administration announced that $164 million is being awarded statewide, with more than $12 million on its way to Cape Cod through 23 grants awarded for projects in eleven Cape Cod towns. These grants represent significant investments in wastewater infrastructure, housing, and economic development across the region. 

Wellfleet has been awarded a $3 million MassWorks grant to go toward a $4.6 million wastewater treatment facility for the affordable housing development approved at Town Meeting which is located at 95 Lawrence Road as well as surrounding police and fire stations and nearby houses. 

“This grant award represents the hard work of the Wellfleet community in supporting efforts to address our housing and wastewater challenges. We extend our profound appreciation to the Healey-Driscoll Administration and the Community One Stop for Growth Program (MassWorks) for this opportunity to improve our community,” stated Wellfleet Town Administrator Richard Waldo. “Funding for this project is crucial for the future of Wellfleet and the year-round community addressing the affordable housing issues we have been faced with.”

The funds will be used to construct a wastewater facility to serve the 95 Lawrence Road development, three municipal buildings and a future build-out to serve neighboring properties. This project includes the efforts associated with completing the construction and funding the engineering construction oversight of the first phase of the project, which includes the collection system from the police, fire and elementary school sites that will convey sewage into the collection and treatment system of the affordable housing development. The sewage treatment design is currently underway, and the Town of Wellfleet expects to bid the project out early next year.

Special Town Meeting Recap

All housing related articles passed at the Special Town Meeting and Election held in September including: 

  • Article 2: Voters approved a $2.6 million Proposition 2½ override to fund the 95 Lawrence Road wastewater treatment facility,  adding to $1.93 million in overrides approved in 2021. According to Town Administrator Rich Waldo, the $3 million grant will reduce the amount to be borrowed.

  • Article 4: The Town Planner job description has been drafted and will posted soon. 

Housing Initiatives

  • Maurice's Campground - The Request for Proposal (RFP) for Master Planning Services has been issued. A site visit for interested Master Planner parties was held on Wednesday,  November 15th at 11 am. It was a great opportunity to learn about the site, land restrictions, topography as well as what the RFP public process will look like. Please contact the Assistant Town Administrator, Silvio Genao for any questions at (508) 349-0300. 

  • Freeman's Avenue - A Request for Proposal will be reissued in January 2024. 

  • Old Kings Highway - Habitat for Humanity has cleared the land for the fours homes that is slated to be built on Old Kings Highway.
