2024 - 2026 Timeline
2024 Timeline:
January 2026 – Initial lease-up will take place in 2026 as construction is nearing completion. The Town has requested a local preference for the lottery. Initial residents will be selected through the lottery process.
Winter 2026 – Construction completion and ribbon cutting.
November 2024 – Early 2026 – Ongoing construction (14 months).
October/November 2024 – Construction starts. During construction, the Project Team will coordinate with the Town’s Wastewater Treatment Facility work. The Team will also develop a Construction Management Plan regarding any neighborhood-level disruptions (i.e. truck deliveries, concrete pours, etc.)
October 30, 2024 - Groundbreaking ceremony.
July - October 2024 – Closing process. The closing process will take time to coordinate all the regulatory requirements for each funding source.
May 2024 - POAH/CDP development team began bimonthly meetings with the Town of Wellfleet to coordinate activities and communications.
March 2024 - Barnstable County HOME Consortium Advisory Council approved a $300,000 conditional commitment for the Residences at Lawrence Hill.
February – March 2024 – Select equity investors and lenders; select construction general contractor.
January 2024 – EOHLC announced that the Residences at Lawrence Hill will receive close to $24 million in subsidies and tax credits — the funding the project needs to break ground.
2023 Timeline:
October 2023 - Wellfleet was awarded $3 million MassWorks grant from the Healey-Driscoll Administration to construct the wastewater treatment facility. Click here for more details.
September 2023 – Proposal for funding submitted to EOHLC
September 2023 – at the Wellfleet Town Meeting and at the ballot box, voters approved a debt exclusion for $2.9 million in additional funding for the construction of a wastewater treatment facility to serve the Residences at Lawrence Hill, Wellfleet Elementary School as well at the Fire and Police Stations.
July 2023 – The State’s Executive Office of Housing and Livable Communities (EOHLC) invited the Development Team (POAH and CDP) to re-submit an application for funding.
May 2023 - The State’s Executive Office of Housing and Livable Communities (EOHLC, formerly DHCD) announces funding for projects in Provincetown and Orleans but is not ready to provide funding for Residences at Lawrence Hill.
January 2023 - DHCD invited POAH and CDP to submit a full application for funding.
2022 Timeline:
November 2022 - POAH and CDP submitted a pre-application for funding to DHCD on November 1st.
September 22, 2022 — Upon completion of the public hearings, the Wellfleet ZBA issued a Comprehensive Permit for the project with no public opposition.
July - September 2022 — A series of five public ZBA hearings were held in which POAH, CDP, and their partners led presentations on the topics of architecture and landscape, traffic and circulation, and septic, wastewater, and civil matters. The ZBA heard public comments and read letters of support.
June 2022 – POAH and CDP submitted an application to the Town of Wellfleet’s Zoning Board of Appeals (ZBA) for a Comprehensive Permit for the project. The ZBA thoroughly reviewed the project and sought comments from Town Staff, Town regulatory boards, abutters, and the general public.
May 2022 – DHCD issued a Project Eligibility Letter upon determining that the project meets all criteria to qualify to submit an application for a Comprehensive Permit under Chapter 40B. The 40B permitting process is Massachusetts state regulation that allows developers to seek relief from town’s zoning bylaws so that the project can meet the affordable housing needs of the community.
March to May 2022 – The Town of Wellfleet, POAH, and CDP met with community members and key stakeholders to solicit input and discuss project plans. POAH and CDP reviewed design plans with the town’s regulatory Boards and solicited input prior to submitting a Comprehensive Permit Application to the Zoning Board of Appeals.
March 22, 2022 – POAH and CDP submitted a Project Eligibility application to the Department of Housing and Community Development (DHCD). DHCD reviewed the project and sought comments from the Wellfleet Select Board to determine project eligibility for a Comprehensive Permit under Chapter 40(b).
January 2022 – POAH and CDP held introductory meetings with leaders of the town’s regulatory bodies (Planning, Conservation, Health) and town staff who support those bodies to review the draft development timeline.
2021 Timeline:
November 23, 2021 – The Select Board unanimously voted to approve the 95 Lawrence Road Task Force’s recommendation of selecting the proposal that was submitted jointly by Preservation of Affordable Housing (POAH) and Community Development Partnership (CDP).
September to November 2021 – The Task Force evaluated and discussed the bids.
August 2, 2021 – Request for Proposals (RFP) was closed for bidding. The town received 3 bids which can be viewed here.
95 Lawrence Road Q&A
The 95 Lawrence Road Community Q&A was held on Monday, June 27, 2022. The presentation and Q&A were led by a panel of representatives and experts from the Town of Wellfleet, Preservation of Affordable Housing (POAH), Studio G Architects, and Community Development Partnership (CDP).
